International Student- should I retake DAT?

This is the first time I post in this forum. Please excuse my mistakes, I AM NOT BRAGGING PLEASE GIVE HONEST ADVICE. I took the DAT last weekend. Here is a summary: TS/AA/PAT - 22/21/21

There won't be a breakdown. My score 's not that ... stellar, you should try to look at a random breakdown post on this forum it'll probably be 1000x better.

I am Asian, F1 international student considered to be Texas Resident but no citizenship.My list of schools to apply to are only a few so far: UT-San Antonio, Baylor, VCU, ...

I have really great LORs from Health profession committee=all professors I know. I have served as executives for 3 clubs, 1 national society, and executive leader for my university's Student Government. I am still hanging on with 4.0 GPA. I worked as a tutor, teaching assistant, theater usher+manager/Residential Assistant all with consistency (most jobs for more than 1.5 years, some 3 years). I was also in debate club for 1 year as a District-level team member. I won a few university awards here and there in my undergrad career.

I am now a senior in college. My professor told me I need to strengthen my application by taking senior level BIO classes as many as I can so I didn't apply as a junior. However, as I browsed through the forum I realized that the international peeps here are on a whole different level. I am afraid it's too hard to get to dental school with such score that I have.

My aunt told me I need to score 23 AA to get a seat. I can try retake it, but with my citizenship status it hindered me from applying anywhere(schools will take my app but I probably have 0.5% getting in). Besides, I can't borrow loans. I do not have the cash to pay for dental school for 4 straight years (may be 2 or 3 is my limit already).

I'm thinking of saving my last 2 chances after receiving a PhD and working toward my citizenship(so that I will take the DAT again - heck, it probably will become MCAT version 2 for 7 hours by then).

I need advice on what I should do next. Retake the test? Apply yes/no? Getting a PhD then should I focus on anatomy or something? Any schools have financial aid for international students? Or a school with lower tuition/tuition assistance ... PLEASE HELP

P/s: if you know me and are reading this post, you probably know who I am already. Yeah, i'm desperate i'm resorting to online advice and comments. Don't bother reading it, I'm ashamed.
