Unless you and possibly even your parents are current Wisconsin residents (live, vote, work, pay taxes, register your car - all in Wisconsin for the past few years) you will pay non-resident tuition.
For the entire School of Pharmacy there are maybe 100 scholarships, the majority ranging from $500 to $2000*, and maybe only 10 for incoming first year students. Also, you need to reapply each year.
*There are some for underrepresented minorities that might be higher.
The bottom line: Don't count on scholarships to make the school affordable.
